European funds: where to begin and which official sources to consult

An investment financed through European funds begins not with a drawing but with a question: which programme, and which call, fits the project. The funding landscape is organised into programmes with their own objectives, eligible beneficiaries and timelines, and matching the idea to the right line is the decision that shapes everything after it.

Romania publishes this information through official portals, listed at the end of this article: the national EU-funds portal and the Ministry of Investments and European Projects (MIPE) gather the programmes, the applicant guides and the open calls, while the European Commission’s pages set out the wider cohesion-policy framework. Reading the applicable guide in full, what is eligible, what documents are required and in what order, is the single most useful first step.

Each call comes with a guide that works like a rulebook: eligibility criteria, evaluation grids, cost ceilings and reporting obligations. Compliance with it is not an administrative nicety but a condition of eligibility, and a strong idea that ignores the guide’s requirements will not pass evaluation. The technical and economic documentation must be built around these requirements from the outset.

As with any publicly financed work in Romania, the documentation follows regulated phases, from the conceptual note and the feasibility study to the technical project, and its framework content is set by law. Coordinating architecture, structure, building services and the cost estimate so they are consistent with one another and with the funder’s indicators is where projects are won or lost, because a discrepancy between the budget and the solution can stall the whole file.

Funding programmes, deadlines and amounts change from one period and one call to the next, so the only reliable source is the official portal for the current call, and the links below are where you can check what is open today. Approached with method, and read against the official guides, a European-funded project becomes a disciplined process rather than a gamble.
